Report Card on More and Better Housing
An assessment of Canada’s progress toward building 5.8 million homes that are affordable, low-carbon and resilient
Canada is in the midst of a housing crisis—one that demands not just more homes, but homes that are affordable, low-carbon, and climate-resilient. The Report Card on More and Better Housing evaluates how governments across Canada are responding to this challenge.
The Report Card grades federal and provincial governments’ progress against the 140 policy recommendations in the Blueprint for More and Better Housing, released by the Task Force for Housing & Climate in 2024. These recommendations span five key areas:
- Legalizing density
- Improving building codes
- Scaling up factory-built housing
- Avoiding development in high-risk areas
- Expanding non-market housing
The findings are sobering. While the federal government scored a B for recent reforms that incentivize apartment construction and support innovation, no province earned higher than a C+. Some, like Alberta and Ontario, are failing to enact reforms with the scale and urgency required. Others, like Prince Edward Island and Quebec, show promise but still fall short.
This report is a call to action. If we are to build the 5.8 million homes Canada needs by 2030—homes that are livable, sustainable, and within reach—we need bold, coordinated leadership from every level of government.
